I don't see the reason, if the ballot is rejected would it not just be hand counted? Seems pointless. My vote was placed into a provisional lock box because our scanner was broken for which we asked questions on what would happen to it they told us it was to be hand counted at the board of elections office, this was in NY so I can only guess our were burned.

Is there some reason to duplicate ballots while counting them? I don't know the procedures.
