My guess is that ballots that were supposed to be signed by the voters are all signed with MLW instead? Or is the signature supposed to be from an election worker? What make them 'fake'? The fact that they were signed MLW or something else?
Because I'm not even sure what the facts are. It was GWP's job to communicate those and they failed.

I would guess these are thousands of duplicated ballots from a single ballot that was intended to remain blank and not be cast.

MLW is in the "Issued by" field, which we would expect to be the same on thousands of ballots.
I would not expect thousand of ballots for indefinitely confined voters to be issued by the same person.
