This is my own conspiracy theory. GEOTUS knew it was coming and allowed it to happen so he could expose them and drain the swamp. If he prevented the steal, essentially he would have saved them from committing the crime.

Nah, he tried to stop them through the courts. He did to a certain extent, but at the end they were crooked
