This is my own conspiracy theory. GEOTUS knew it was coming and allowed it to happen so he could expose them and drain the swamp. If he prevented the steal, essentially he would have saved them from committing the crime.

Intentionally, no. Someone else corrected my notion of "allowing" to say he know about it and took action, but ultimately was not in a position to stop it. I agree.
