Blender the free vid editing program is one way, with YouTube tutorials, and lots of saving with multiple file names because one mistake or wrong button push can fuck you up.

You're welcome. Extra tips, figure out the best time of day to post them, keep them short at first so the length doesn't make people skip it, write down every step you did in Blender at first or idk about screen recording but that may be easier, do not be a perfectionist on one because it's better to make more memes and even visually low quality memes can be important, do not rush the idea or project because you're excited to show people, backup your finished work and put it on multiple sites, label your folders well for future "remixes" or easy deletion, look at the best meme vids for inspiration.

Not long. I'm rusty since I haven't made a video since before reddit attacked td, but basically it looks like they overlayed a Pepe pic over the original vid, and you can target a small section of the vid and link the pic to it so it moves with it. The YouTube Blender tutorial of a guy making a moving label for a screwdriver is one example.
