I don't know how they got to this point but it wasn't always like that. Japan was very politicized during the 60s and 70s and had an unbelievably strong left wing fifth column. One of the world's most powerful communist terrorist groups was once the Japanese Red Army who formed alliances with Islamic terror groups in Lebanon and Palestine (they disbanded in April 2001). Japanese riot police had their work cut out for them putting down all kinds of leftist urban uprisings back in the day.

I think it was the Lost Decade and the economic bubble bursting in the 90s that depoliticized Japan.

As far as open constitutional republics go, Japan has one of the largest openly communist parties active today. By "openly" I mean they don't hide behind euphemisms like "social democrats" or "workers' party", they actually call themselves a "Communist Party" with no fear or shame.
