Nope. I have posted this at least 3 times. The Federal NVRA says the highest number of days prior to an election that registration can be frozen is 30 days, and yes it applies to special, run-offs, etc.

A lawsuit was filed by the NAACP, the GA Sec of State agreed to this in 2017:

They'll be trying right up until election day. We've seen how hard it is to stop them after the fact.
