They are not scared, so many types of fraud were used. They just will blame another method "Yeah I went to vote and got told I already voted" or "No I'm not allowed to vote, someone must have voted in my name. But it wasn't me"
The fallout from that seems to be proof of fraud, one way or another.
I really hope not because the impact of severe sentences for these things is not only important but ... very important! It will scare people from daring to do this again.
Surely some of them won't be able to get out with such simple excuses, if this is pursued thoroughly enough. If so, catching some worker with fraud and a stiff penalty will open the possibility that they rat out others for a reduced sentence.
