When you settle, the lawsuit stops. Discovery is part of the lawsuit where both sides are required to show all sorts of stuff that is relevant. Discovery helps uncover sneaky corrupt shit. Settling is costly but the loser gets to avoid discovery.
Therefore, we do not want our forces to accept any settlement, no matter how sweet it may look.
WE WANT DISCOVERY.

If they settle, nobody gets to dig into the bullshit. "Discovery" allows the opposite side to subpoena evidence.

It means 'don't allow them to settle this out of court'... the discovery period in a suit like this is when all of the juicy facts come out. It's when agencies are subpoenaed to produce relevant documents, witnesses are called, etc.
