In Canada, there's this little checkbox on your tax return "share this information with Elections Canada for voting?"
While they just (I think) do it to update contact and jurisdictional information, that would be an ideal way to do it: Do your tax return, have voting registration be a part of signing off on your tax. Everyone of voting age and older should be doing annual returns anyways.
