This isn't foolproof tho, if a corrupt official was in charge of a known Red area he/she could purposely drag their feet to turn in votes. And if it's an issue of a two party verification to turn the votes in, one - or - the other party could easily be corrupted, bought or bribed into going along with the feet dragging aspect.

Could always just deliver them in sealed envelopes and nothing can be opened until every one shows up.
