I thought the census was literally just a head count of people? It's definitely important to know who isn't a citizen though but why would it grant you anything?
Apportioned based on total population/435 to account for the number of congressmen to be divided amongst the states, so removing 6million from CA ratios them down and divides that ratio amongst the other states.
