I don't see how you got confused between "the plan" Q speaks of and the simple concept of planning to take cases before the supreme court which, has been discussed - everywhere - for the last few weeks.
Obviously that's ideal...but then it goes to SCOTUS. Don't think anyone expected the lower courts to be non-partisan in their decisions.

I didn't say the SCOTUS would determine the outcome in a you or him type of manner.
