That is absolutely insane. I've worked in IT since 2006. Not in any of the places I've worked would a mission critical software product be purchased without an RFP, PoC, non-prod testing, security testing, etc. Even minor software patches to production software require thorough documentation, what the patch is intended to address, what testing was done, what the impact is, what the rollback plan is, SOX/PCI/etc compliance, and so on. This level of incompetence and negligence is simply staggering.
This isn't incompetence. Incompetent people don't get any kickbacks for doing something dumb; they are simply taken advantage of. This is corruption. They are finally walking into the limelight and daring anyone to do something about it.

There's so many problems with these systems, it couldn't be anything but on purpose. I'm in IT in a government regulated industry and we would literally be out of business with this lack of controls.
In government [tax payer money] acquisitions, add: an open bid to demonstrate (or pretend) you aren't hiring your cousin or drinking buddy. Not doing that is a bigger sin than no PoC. You can go to jail for this and people have.
That said, even if they learn to write bids that only one vendor can respond to, but there still has to be a bid in most cases. If not, you might be able to sole-source it, but that leaves a paper trail.
That describes a lot of government IT management. Change board is kabuki theater, PoC happens on the fly and hardware for a non-production system is a fantasy. There are a few in government IT that are worth their weight in gold but it's rare.

For anyone that doesn't know: The Maricopa County Board of Supervisors is 4/5 GOP. I called my supervisor several times asking him to not certify the county and giving the reasons. They voted unanimously to certify. The information given by one of the board members directly says they did have competition and testing. Not sure what to believe here.
