Likely as a result of Trump's own choosing. There were probably at least a couple of millions of highly qualified patriots in all capacities & disciplines who would feel more than honored to serve under Trump's command to save USA, but he kept appointing traitorous swamp creatures to surround himself with for some reason, unfortunately. The regrettable outcome of such action is shifting the burden of work to true patriots like Rudy & Sidney at code red while letting the appointed swamp creatures, especially at heads of FBI & DOJ, rest comfortably at codes of all colors, draining taxpayers' money while literally doing nothing if not sabotaging USA even more.
One would have thought Trump got plenty of HR experience at Trump Organization. If anything, HR vetting in public sector requires lesser skillset with less stringent qualification requirements than in private sector which can take months if not years to vet C-level executives. Trump Organization could not have thrived for almost a century had it been plagued with bad hirings.

Ditto. Many Trump supporters got frustrated but they were immediately banned from Trump forums like old Reddit T_D for simply raising their legit concerns. Trump's worst enemies were probably those that blindly sheltered him from realizing his own mistakes until it's too late, unfortunately.
I was one of those who got banned out for raising this legit concern, even with detailed explanation in my appeal. The shallow-thinking mod(s) there was/were playing checker while the enemies were playing chess. It seems like a sure recipe for losing, not winning, if one is not even able to differentiate friends from foes, or legit concerns from bogus ones. So many unforced errors can be costly, indeed.
I am not convinced there were nearly that many suitable candidates (for instance, for a position like the Secretary of Defense, you likely need certain combinations of experience and qualifications that may not be that widespread). And then there are processes like confirmation hearings and the like. Holding the House and the Senate without any RINOs or traitors would likely help matters greatly. That said, I could be wrong about it.

Could you name one "bad" hire by Barry Soetoro? Has Soetoro ever mistakenly hired some Conservative patriot for any of his Cabinet positions during his 8-year reign of terror? Same question for Clinton's regime. Was jihadi Soetoro or Bill the Rapist exceptional in their hiring? Not really. The implication is hiring someone with an acceptable level of qualifications AND loyalty is not as hard as you think.
Except they were part of the deep state, and the swamp is incredibly deep, so they had lots and lots of people to hire from. The main "bad" hire they had as far as I know was General Flynn, because it turns out he had far too much integrity. Besides, they like to assassinate, destroy, etc. those that don't submit to them.
