Makes perfect sense. A ratio results in varied vote amounts in those vote dumps. Looks less suspicious than the same number of votes added/subtracted in various states, counties, etc. More efficient code as well. Not specific to any state or situation. The algorithm just analyzes the current totals and applies the ratio.
