No, it's links. Happens to me frequently. It's some kind of deliberate blocking. At first, just refreshing the page would bring up the tweet. Now I usually have to copy/paste the URL to a new window, and so far that has always worked.
You don't have to have an account. I often use Duck Duck Go on my phone. Sometimes I have to click two or three times for it to load, but it eventually loads.
You do not need a Twitter account. There seems to be some blocking going on between here and Twitter, though it's inconsistent. If refreshing the Twitter page doesn't work, just copy/paste the URL into a new window. I don't have a Twitter account either, and have no problem seeing any tweets that an account holder can see.
Just refresh the page a couple times
If you hit refresh, you can then see it, with no account. Sometimes you have to hit it twice.

I use a proxy nitter, but that is jacked up, too... right now...
I call bologna. I don't have Twitter and can't remember a Twitter link needing an acct to view.
I get a lot of "This is not available to you" messages, but if I copy/paste the URL into a new window, then I can see it.
Same, YT videos don't play always from the main feed but copy/paste into browser works.
The only thing I can think of for OP is they are clicking a photo and not link?
