You should read the PA ruling. Judge ruled their is no Fed requirement for poll watchers. Then he said the state law does not say how close the watchers need to be.
I would assume they would still have to apply the "reasonable person test." Claiming someone was blindfolded, tied up in a corner, but in the same room that is 100 feet away from the poll counters would not be considered ok for meeting the requirement.
