Either they're allergic to ingredients in the vaccine or they are immunocompromised so they can't mount a successful immune response. So if these people get COVID they will be at high risk of death. So the idea is to have as many immune people as possible in a population so that the virus has a hard time spreading naturally and taking hold endemically in a population.
That said, I'm opposed to any form of mandatory vaccination program even if they are objectively beneficial to society. I think that individual rights should trump collective benefits.
