The problem is the PA legislature gave their authority over to the executive branch of the state (governor) in a 1938 law. Part of what the Senator Mastriano is pushing for was to get the legislature to pass a resolution to take back this authority as a co-equal branch of government.
The constitution is the only "permission" we need.
