Bring down the economy, set the stage for mail in ballots, universal basic income, greater number of people than ever, needing the government to provide for them? It was fully intended to take down Trump and push Chinese style communism on the United States.
Create a crisis, and then use the response to consolidate power. Oldest trick in the book.
That said, there may not have been one single master plan. There are a lot of different factions using this to their advantage.
