Grants to states to provide Identification free of charge to all citizens.

Setup ID drives, offer incentives, collect data on demographics, publicize how minorities and the poor are being provided an easy path to getting needed assistance.

Then, when you can prove beyond a shadow of a doubt that identification is being provided to all communities then you hit 'em with Voter ID and watch their stupid 'it was racist at one point so it's always racist'BS gutter, smoke, and disappear.

Everything but the day off. Voting should have some minimal cost to you. Otherwise people who have put in zero to understand issues and can be swayed by any emotional argument the day before the election wold be better off not voting.
