E.O.s are ignored by the swamp creatures whom "actually do actions" of the government. For instance, DJT signed border wall E.O.s and it's been 26 months now that DHS-CBP & EPA and others have ignored not only the EOs but federal law. CBP has by law 30 days to respond, so umm 25 months ago.
Electors Constitutionally cant be missed; there will be some Electors no matter what.
The Constitution has solutions for even there isn't enough Electors; it goes to congress.
The Constitution has solutions for even if fraudulent State votes send Electors; as per the 14th Amendment they'll lose about 25-50% of their House Seat Representation over the next decade of Census Apportionment. This of course includes major fraud Dem States which aren't "battlegrounds too" like CA, NY, IL, WA, OR, etc.
