I've been seeing people mention an executive order Trump issued in 2018, that had something to do with voter fraud. Apparently, it can be activated 45 days after an election. What does it actually entail, and can it help him somehow prove he was reelected?

I skimmed through it. It appears that it might only be effective regarding foreign interference such as from the likes of Iran, China, or possibly Venezuela.
