I agree that culture leads politics, but that isn't going to change the process on a dime. The dems particularly only care about "culture" when it aligns with their goals and clearly thumb their nose at it in favor of legalism when it suits them.
The state legislators choose a slate of electors as presented to them by whichever political party they want to win. If it's a slate of Dem electors, they're not going to vote for Trump.
