I would dispute that. The Japanese had amazing planes and ships at the outset of WW2. They had been terrorizing the pacific for a decade with those things before turning on Pearl Harbor. It was a lack of materials and then us bombing the fuck outa everything that decimated their engineering. But right after WW2 ended, the Japanese scientists and engineers in the midst of massive Famine and rebuilding managed to take transistor research from Bell Labs in the US and run with it and create amazing things and build back in record time.
Contrast that with China, which has had unfettered access to the source code, plans, drafts and architectural drawings of the best of our Technology companies.. And they can't build shit without it falling apart in a year. They have had this stuff for decades.
Don't get complacent. Japanese engineering was a joke too 50 years ago.
They will improve and if Biden is in office he will give them the money to do it.
