As far as I have read, between the 2 competing NDAA bills in 2019 they were reconciled and the only provisions that were taken out about Guantanamo Bay were on the countries to which prisoners can be released, on the transfer of any prisoner to the U.S. mainland for any reason, and on spending any money to create a replacement for Guantánamo on the U.S. mainland, or to close the facility in Cuba.
