You can tell if an image of a man or woman is flipped by looking at the buttons on their suit or shirt. Unbuttoned, the mens shirt buttoned are on the right, while women's shirt buttons are on the left. Buttoned, the seam should be on the left for men, and on the right for women
Cant always use that all the time, half the world uses the other hand for wedding rings. Would need to see the ring in other picture and know that picture wasn't flipped. Even in America 1st and 2nd generation eastern European immigrants use the right hand
So alternative theory for ol' joe is that he does have an ankle monitor but it's because his alzheimers/dementia is getting worse. Some nursing homes have started using ankle monitors on their patients in case they wander. Jill probably wasn't careful enough and he escaped once or twice. His handlers may have decided to use an ankle monitor.
