That's their business model. With AWS the services are incredibly cheap, and the platform is sticky in many ways. That means, as a startup if you start on AWS it will be incredibly painful to leave it. Plus, if Amazon thinks you're competing with them they could sabotage your application in ways that it would be difficult for you to detect. This was similar problem in the days when Microsoft dominated PC operating systems. It likely has never stopped.
