We aren’t, as a whole, any better just because we happen to inhabit a piece of turf between the Atlantic and Pacific oceans. Very wise men set up a system for of government for us, and warned that we probably couldn’t keep it together, and if we wanted to we would have to fight evil again to do so.
It's only ''scary'' if you see them as honest organizations. But if you see them for what they are: criminal organizations, then it all makes sense.
