The activities of the NSA revealed by Snowden were disgusting, but they weren't all that impressive. It was stuff you could use on ordinary citizens, but not as useful on hardened targets like the CIA that would have competent IT security.
The NSA tools were mostly just script kiddy bullshit combined with sufficient resources to do things like mirroring Facebook to perform man-in-the-middle attacks.
