I believe the EO says that “someone in charge of something” (can’t remember which agency off the top of my head), has to provide an election integrity report 45 days after Election Day, so 18 December possibly?
The nest paragraph states: "Within 45 days of receiving the assessment and information described in section 1(a) of this order, the Attorney General and the Secretary of Homeland Security, in consultation with the heads of any other appropriate agencies and, as appropriate, State and local officials, shall deliver to the President....etc." So we have possibly another 45 days for the final report to be delivered to GEOTUS.
(d) Nothing in this order shall prevent the head of any agency or any other appropriate official from tendering to the President, at any time through an appropriate channel, any analysis, information, assessment, or evaluation of foreign interference in a United States election.
Dec. 14th is the deadline for certification of electoral college votes.
DNI has max. 45 days from the election to deliver a report on election fraud (which is around Dec. 17th). It can be delivered sooner, but no later than that.
After the EC votes, so this needs to be delivered far earlier. Or we'll be screaming "we were robbed and taken over by foreign powers" as we get carted off to the box cars.

Correct. I'm turning blue in the face trying to get this out as much as possible. People need to be ready in case 'the plan' does not work.
