Trump "bitching" on Twitter is ALWAYS distraction, so when he questions where they are, to me it's more of him trying to distance himself from any type of real investigation that may be going on.
When Trump talks to reporters, he tells them flat out, "We caught them."
You don't catch anybody without investigations/evidence of a crime.
