You're not dumb. If you're talking about Shiva, I'm pretty sure he meant that the only way the reported curve could work is if votes were being taken away from Trump and given to Biden, (hence the negative number for Trump).
EDIT: Basically, he tried different combinations of voter percentages to see how that curve in Maricopa County could work, for example: What if 30% of Republicans voted Biden and 70% for Trump? No? Ok, how about we flip it? No? etc etc. and FINALLY the only thing that worked is, for Republicans: -30% for Trump and 130% for Biden which is impossible because that means votes were taken from Trump and given to Biden. There shouldn't have been any negative numbers at all.
The votes were weighted so that Biden votes were seen as more valuable by the machines and totaled a higher score, even if Biden received less total votes.

Each Biden vote counted as 1.3, Trump vote .7. Vote software decimalizes votes, doesn’t just count/calculate them.

the presentation concludes that biden votes were multiplied by 1.3 and trump votes were multiplied by 0.7
