I feel like that's the only thing that makes any sense. If it turns out to not be the case, then we will need the final box to sort this.
I'm fairly sure all of this is to get reactions from those parties involved in the fraud. Showing their hands after they have been flagged for election interference due to Dominion. This will have given full authority and rights to spy on all of these people and their communications. So at this time they would be gathering the truly damning evidence. Once they feel they have enough or that it's entirely insurmountable they will release the floodgates.
