If this chart is real and accurate, then it proves that somebody analyzed the network traffic between some point and the dominionvoting.com network. That's all. It doesn't mean it was related to traffic to/from voting machines, because we don't know one of the endpoints and we also don't know if dominionvoting.com is the other side of the endpoint for voting machines (they could be going somewhere else entirely). Its white hacking methodologies that is available to the public and can be done through commercially available software tools. This does not require any direct access into a root server or direct peer.
However, this DOES show that the connection between the nodes and protocols (circles) are unsecure and present a substantial security vulnerability. I've seen this type of vulnerability with Clarity Elections' domain, which is the API (where MSM gets its realtime data) for the Dominion infrastructure. So this isn't secretive info, but it is damning evidence of how easy it would be to manipulate the votes externally.
So from my understanding its laid out like this:
SmartMatic the core software architecture for the vote tabulation systems
Dominion the actual devices used in the elections, the scanners, printers, tabulators (running smartmatic designed software). EC&S and others also fit into this category
Scytl the authorization and authentication infrastructure for the vote data
Clarity Elections the middleware systems used to link the localized voter data (from the tabulators and their aggregates) to publically accessible systems, this is required for realtime vote updates to the AP, decision desk, etc.
So the Dominion physical systems have Smartmatic designed software, it gets transported via Scytl to the endpoints such as clarity elections. So if you man in the middle or intercept data at Scytl, you can backfeed that into the dominion systems (hence the changes) and its reflected realtime in the clarity elections (hence why they were showed on CNN etc realtime).
Analogy:
Dominion is your PC, SmartMatic is Windows 10 (or other OS), Scytl is your VPN/Internet connection, Clarity is an online app such as a webpage or game.
