I would assume for a bare minimum when all votes are certified. Just like you can't arrest someone for a bank heist until they actually walk out of the bank with money, you can't spring a fraud claim, until fraud has been certified.

I believe that guy is part of the Overstock.com CEO’s team. I am not sure if they are part of a sting operation or not. I do know it was reported their team is solely funded by CEO.
He's didn't say he's in the military now, but wasnt clear on exactly who he's with. If he was working in ofifcial military capacity he would be in uniform. Also, current appearance doesn't meet military regulations.

Who said he is retired? He implied he was active duty, didn't he? He's been investigating since 2018.
