Strictly speaking, turnout in those cities you're referring to (Detroit, Atlanta, Philadelphia, Milwaukee) was not as elevated as many other cities. There are many good arguments for fraud but this is not one of them, and we don't want to use arguments that are false and indeed easily refuted.
