They could still meet unofficially and pass a resolution that way if they have the numbers, can they not?

It wouldn't have any weight. It wouldn't have any legal meaning. Also, they could just as easily replace the Speaker, extend the session, and have a real vote.

If they haven't, it's because they don't have the votes. That means many don't want to vote for it.

Typically by the governor. In Texas the legislature can only come into the one regular session, or else be called into an emergency session by the governor.
