The cabinet probably SHOULD be confirmed before inauguration. A new president SHOULD be able to come into office with his cabinet in place. In fact, I would be surprised if this wasn’t SOP. (It also wouldn’t surprise me if this wasn’t done for Trump, but was normal for all other president’s before him. I honestly don’t know the history here.)
With that said, it should absolutely NOT be done before the electoral votes are certified by congress in January. There is no reason to do anything before then.
I think it's the opposite. The transition will go smoother if you replace people 1 or 2 at a time. Replacing every person at the top of every organization in government along with a new president leaves everyone in the dark. Better to keep the government running as is, then have the president replace with their people in an orderly way.
You would think this, but that logic is what led us to the bureaucratic deep state we have now. Presidents have been systematically curtailed from firing most people in the Executive, ostensibly for this reason.

Political pressure is the only thing stopping them, and if they cave to that, it's their own fault. One of the problem's that Trump had is that he didn't fire enough people when he was perfectly within his rights to do so.
