This is called controlling the narrative. Like exchanging the term illegal alien, which is absolutely accurate, because they are "alien" they are foreign to the USA and they are illegal, because they went through NO PROCESS of immigration. The "new" term is undocumented immigrant. Which infers illegals are going through some process of immigration (WHICH THEY AREN'T) and undocumented, like they lost their paperwork, (WHICH THEY DIDN'T). This change in naming though switches the narrative to become softer towards these illegals and includes them in immigration discussions. The sad fact is these illegals undermine the rule of law and absolutely screw over every other person trying to come the USA legally and following the law. You don't reward illegal behavior, you punish it.
