It very well might be that the neoconservatives were in on the voter fraud. They still hold power in many parts of the broader republican party. The broader republican party is also in charge of sending representatives to polling locations to make sure that these ballots were cast correctly, and is also in charge of sending representatives to the US presidential debate commission, the same commission who unanimously voted in favor of cutting off Trump's microphone.
