Col Waldron testified that his group, a private investigative team, were studying election fraud before the elections, and were in place to track the packet traffic between the Dominion servers, and the server in Frankfurt. And, that he'd hired white hat hackers to get into the servers to do that.
The servers that were recovered was done by the DOD. SpecOps. They went after the server, after the election, and may have been tipped off of their existence by Waldron's team.
