Lets say they throw out PA (which is possible on historical precedent), this prevents Biden from attaining 270.
If neither candidate can reach 270 or there are two conflicting electors sent to DC, then the House vote on the President. One state, One vote. There's more red states than blue states. Trump wins, assuming that the Republicans are loyal. Which is not guaranteed. But it should be a Trump win because there are enough red states that some could betray him and he'd still win.
