Blame the administration of the hospital, not the doctors. When I have to tell people they can or can't come in, it's not the doctor I talk to. It's some administrator, sitting at home, while I'm in the hospital with the patients.

Lots have been buried with 6 person limits at the funeral, where direct immediate family have been excluded from services.
