Bush didn’t win the state of Wisconsin. It’s “presidents who won Wisconsin“ en route to the presidency.
FWIW though: Bush Won 42 counties twice while losing to Gore and Kerry. While Bush Sr won 35 counties while losing to Dukakis.
Edit: Including the Bushes would actually prove more persuasive as each lost the state yet still blew away Biden.
Adding the losers along w how many counties they won would strengthen the argument I think
