The 3/5th compromised was agreed upon at the Constitutional Convention on September 17th, 1787, where they were counted as 6/10 of a person. On November 3rd, 2020, they were counted as 7/10 of a person. According to the math, if the Democrats are allowed to keep this "progress", blacks should be counted as a whole person on March 29th, 2720.

Even now, in the last few decades, they expect the minorities to be their political sharecroppers working their plantations in exchange for table scraps.

The phrasing of this post is meant to raise eyebrows so that if someone was curious as to what it means, they might discover that votes for Trump in some situations were being counted at 7/10 of Biden's. Ultimately, it's about the steal. Call it a ploy.

It doesn't. The title is just to get the attention of some that may not know Biden was getting 1.3 of each Dem vote, which was countered by taking the .3 away from Trump voters. That was true no matter the color. But the Dems just simply decided, at least in AZ, that people should be counted with more value if they voted for Biden.

I was clarifying it was everyone, but still a black trump voter was counted as 7/10 as a result.

They strategically chose to flip the votes of largely black districts in order to hide the real number of Trump's black supporters. That, and the added bonus of screaming racism when fraud is challenged.
