Ok.. that IS possible.. but not necessarily true. He may have copied some files over.. but then again, maybe not. Maybe he has a file viewer on his laptop that's not on the Election Manager server. It's weird, but not necessarily fraud.
No matter what he did or didn't do, this automatically would be flagged by any IT guy on the spot. Also it automatically raises suspicion, and on top of everything else going on with dominion, it looks very very, very bad.

Chain of custody was broken, is the important thing. Automatically invalidates those ballots.
I agree, but the real problem here is that meaningful observation is being stopped, and that's why this action is in question.
In fact, everything being done without observation should be suspect.
