SF is nation wide. There are offices in every city, on nearly every city block, with several scheduled pick-ups and deliveries to most every office in the country.
There is no need to drive from Guangzhou to Shenzhen for any reason to ship with SF. Guangzhou is a MAJOR international air traffic hub as well.
SF is a much, much more convenient service than FedEx, UPS, DHL, or USPS.
My point is, the bottom map is entirely unnecessary as the ballots can be printed in Guangzhou, picked up by SF at the printing location, and mailed anywhere in the world within minutes.
