I'll use the example of a newsroom. If the editor is a rabid communist and all the journalists are neutral people that just want to get a paycheck, it doesn't really matter if 100% of the journalists are honest, upright, hardworking people trying to uncover the truth. Their stories will be filtered by the editor(s) and only stories fitting the communist narrative will be published. Pretty soon the journalists will figure out on their own that stories about antifa killing people won't get published but that stories about the proud boys getting into fights will be published and earn you pay raises. They will effectively self-censor and unwittingly (or not) support the corrupt system.
FBI and CIA agents are the same. They work in a corrupt system and their actions in support of that system perpetuate the corruption and tyranny that these organizations hold over we, the American people. This is the banality of evil. They aren't necessarily trying to be evil, and they might not even realize that their work is supporting evil, but it's clear by now that these corrupt organizations are some of the greatest threats to our nation and despite the individual character of these people, their actions support and empower a corrupt creature.
